Dear Mayor Moon and City Council Members,

 

Dog Owners of the Golden State, a 501(c) 3 public charity, and AKC recognized State Federation, and a voice for California's

Dogs and their owners, urges you to reject any plan to criminalize responsible breeding of dogs in a home environment.

 

California's dog breeders perform a valuable service in providing happy, healthy, well-adjusted and loving pets for the communities in which they live.  Such pets cannot be replaced by the importation of "rescued" animals with unknown backgrounds, health histories and genetic problems.  Banning home breeding would create a void that cannot be replaced, forcing your constituents to travel great distances to obtain pets, and making pet ownership unattainable for many.

 

Palm Springs has a very large senior community, and it is well-proven that pets provide inestimable comfort, companionship and health benefits to seniors. "Rescues" are not suitable for many, and often have special health considerations, making them a burden on their owners. Please do not deprive your seniors of their right of consumer choice and the ability to find the pet that best suits their needs..

 

Home breeders are already regulated by local ordinances which assure animal welfare.

Additionally, what will be the cost of enforcement of such an onerous provision? How much revenue will be lost to your animal control division when people are forced to breed and buy "underground" and fail to license their pets? Failure to license carries an inherent risk of rabies to the community, and just one case of possible rabies exposure costs public health departments many thousands of dollars.

 

We urge you to reject criminalization of breeders, who are one of society's most valuable assets.

Palm Springs Considering Breeding Ban

Hearing to be held TOMORROW July 11, 2018

**The City of Palm Springs is considering enacting provisions to completely ban any breeding in their City. There is already a provision requiring pet stores only sell "rescued" dogs and not commercially-bred dogs. Now, the City intends to stop breeding by individuals which they consider "backyard breeding". They define this as "the breeding of dogs and/or cats for any business or commercial purpose on property zoned for residential occupancy."
AKC Government Relations has released an alert with a request that concerned dog owners contact the Palm Springs City Council and attend the hearing if possible, particularly if you are a Palm Springs resident.
