CHULA VISTA, Calif. - Chula Vista officials are conducting public meetings to discuss a potential program that would force pet owners to spay and neuters their animals.
A huge jump in stray cats and dogs has meant ballooning costs for an animal services department that covers the Chula Vista, Imperial Beach, National City, and Lemon Grove areas.
"There's definitely a spike but some of it can be attributed to the economy," .....
Ramirez said the city is also considering a mandatory microchipping or registration program as well.
"We're looking for options to stem that flow," Ramirez said.
